Copy the jar file in the folder again and paste it with a different name. You can drag and drop mod files from your computer to your servers mods folder. Paste the jar file in the folder you just created. Open the versions folder and create a new folder whatever you would like to call it. If you do already have Forge and the folder is still missing, it may have been deleted by mistake. Copy/cut the jar file, but dont paste it yet. Then drag all files/folders into your minecraft jar file. I downloaded a forge server for version 1.12.2 and have been able to access it, but when I ran the server the first time and after deleting the files and rerunning it no mods folder has appeared nor did it work when I created a folder named 'mods'.
